Stuti Narain Kacker is a former Indian Administrative Service (IAS) officer of the 1978 batch who retired as Chairperson of the National Commission for Protection of Child Rights (NCPCR). Over a distinguished career in both the State and Central Governments, she worked across a range of sectors including social justice and empowerment, information and broadcasting, industrial development, and micro, small and medium enterprises (MSMEs).
She is particularly recognized for her contributions to the social sector, especially in the areas of child rights and disability inclusion. As Secretary to the Government of India, she played a key role in establishing the Department of Empowerment of Persons with Disabilities under the Ministry of Social Justice and Empowerment. During her tenure, the Department's Niramaya Health Insurance Scheme for persons with developmental and multiple disabilities received the Times of India Social Impact Award.
Smt. Kacker also held senior leadership positions in the Ministry of Information and Broadcasting, including Additional Secretary and Director of the Indian Institute of Mass Communication (IIMC), where she contributed to policy initiatives supporting the media sector and journalism education. Her experience in the MSME and Khadi sectors informed her efforts to promote economic opportunities for vulnerable and marginalized communities.
She has also served in several key administrative roles in Uttar Pradesh, including Commissioner of Jhansi, Commissioner and Director of Industries, and District Magistrate of Ghazipur.
